Payson City Stormwater Management Plan Information - This document is the current version of the Payson City Stormwater Management Plan (SWMP).  This plan is in place to ensure that the environmental regulations determined by the State of Utah are met.  Payson City is responsible to implement and enforce the current stormwater regulations and ensuring that the stormwater runoff, from all property within the Payson City municipal boundaries, does not pollute the waters that storm drain outlets into. The SWMP is available via the link at the bottom of this page. Public input and comments regarding revisions and improvements to the current SWMP are welcomed and encouraged. Flood Information
Utah has received much rain and snow this year, which is helpful to meet our water needs; however, with the high amounts of rain and snow there is a potential of flooding from run-off.  Payson City is proactively preparing for the run-off and is working to mitigate any potential flooding.  In an effort to keep residents informed and prepared, please review the information and resources below.

Frequently Asked Questions

  1. Stay informed by visiting the City’s wesbsite and other social media sites and monitor local and national forecasts..  
  2. Inspect your rain gutters and downspouts to make sure they are clear and snow and debris.
  3. Be sure storm drains near and around your home are clear of any debris.
  4. Check your landscaping to make sure that water is draining away from your home.  
  5. Residents in neighborhoods with high ground water levels should check their sump pumps to ensure they are in working order.
  6. If your property includes waterways, take time to clear out any debris or vegetation.  If you are concerned or know you are in a high-risk flooding areas, you can place sandbags before any flooding begins.
  7. Email our Emergency Preparedness Director if you or your organization is willing to be notified when volunteers are needed.  Please include an email address and a phone number and you will be contacted should the need arise.
  8. Have an evacuation plan and location designation planned use it if necessary. 
  9. Keep your car’s gas tank full in case you need to evacuate.
  10. Keep children and pets away from potential flooding and drainage areas.
  11. Be aware of your neighbors that may have special needs or need help in the event of an emergency.  Coordinate with your neighbors to ensure a plan is in place to help those who need special help.
  12. Prepare a disaster supply kit.  For details on what to include, visit http://bereadyutah.gov or http://www.utahredcross.org.
  13. The community can help by reporting localized flooding problems as soon as possible.  This will allow our crews to take immediate action and help avoid future problems. Please call Debbie (Public Works) at 801-465-5217 or 911 to report flooding.

Yes, currently Payson City has planned the following dates for sandbag filling:

April 17, 2023 @ 5:30 p.m. (old ball field parking lot) – 712 South 800 West

April 22, 2023 @ 9:00 a.m. (old ball field parking lot) – 712 South 800 West

Bring a shovel and work gloves when you come to fill sandbags.

  • Fill sandbags a little over ½ full. 
  • If you tie the bag, make sure to leave empty space so the sand has room to move and spread out. 
  • Tamp each sandbag into place, completing each layer prior to starting the next layer.  Its best to not to have sandbags higher than three layers unless there is a building that is used as a backing.

Once picked up, sandbags are your responsibility.   You are responsible for proper disposal.  Used or old sandbags should be disposed of in dumpsters or bins provided specifically for cleanup.  Do not dump sandbags in rivers, creeks, streams, canals, ditches roadway gutters or storm drain inlets.

City staff have been busy cleaning the Dry Creek Channel, the Peteetneet Creek and debris basins at the mouth of the canyon.  We have rented additional equipment to help remove debris and sediment in various locations. 

Payson City has also met with Utah County, Strawberry Water Users, Strawberry High Line Canal, Salem City and Spanish Fork City to discuss the potential of high water and flooding.

You can purchase a separate flood insurance policy through the National Flood Insurance Program.  Link to National Flood Insurance Program:  https://www.fema.gov/flood-insurance

Homeowners insurance does not typically cover loss due to flooding.  Flood insurance is a separate policy that protects homes and belongings from floodwater damage.  Policies typically take 30 days to go into effect, so it is important for residents to call their insurance agents now to plan ahead.  Contact your local insurance agent or visit the National Flood Insurance Program.

This is also a good time to check or add your information to the emergency notification system.  This is available for all members of the household who have an email or cell number.  It you have a Payson City Utility Account, your information has already been added to the alert system.

This notification system is used in the event of a city-wide or county-wide emergency.

Payson City participates in the Utah County Alert Notification System, which provides those who sign up alerts about emergencies and other important community news.  This system provides you with critical information quickly and in a variety of situations, such as severe weather, law enforcement activity, missing persons and evacuations of buildings or neighborhoods. 

When you sign up, you are ensuring that we have the most up-to-date information to reach you in the event of an emergency. 

You can also sign up to receive other information going in in the City if you choose.  Other subscriptions are optional, you can manage your subscriptions at any time.
